Michael Frank, PhD, President & Principal
Michael Frank has an academic background in research methods and statistics, and was the classification and compensation director for Prince Georges’ County, and later it’s Deputy Human Resources Director. He also served as Human Resources Director for Anne Arundel County. He has published an international award winning article on the subject of classification and compensation systems and was recognized by the National Capitol Area's human resource society for his outstanding contributions to the profession. Dr. Frank is an expert in the construction and implementation of a wide variety of classification systems, grade plans and pay scales. During his more than 20 years of providing consulting services, as a principal consultant, Dr. Frank has developed and implemented numerous classification and compensation systems both regionally and nationally. He has taught best practices in compensation and classification.
William Benner, MPA, CCP, Executive Vice President & Principal
William Benner has extensive Human Resources experience in public and private sector organizational senior leadership and consulting roles, specializing in compensation, job evaluation, performance management, salary and benefits costing, leadership development and executive coaching . His experience includes serving as compensation and benefits specialist and union contract cost estimator for Prince George's County, Maryland; Manager of Federal Reserve Bank Human Resources Programs for the Board of Governors of the Federal Reserve System; Vice President, Human Resources, for the Federal Reserve Bank of Richmond; Training and Employee Development Director for the Office of the Director of National Intelligence (ODNI); and Senior Advisor for Human Capital and Strategy for Booz, Allen and Hamilton. Mr. Benner is a Certified Compensation Professional (CCP), certified coach, skilled facilitator, and expert in conducting market salary surveys including creating the original Local Government Personnel Association (LGPA) salary survey for the Washington D.C. area.
